Question 1:

What are the objectives of the Ministry and improvements made in facing the challenges of the new millennium, borderless world, globalisation and e-government concept?

Answer:

  1. Studying the delivery and communication strategies, and intensifying the psychological campaign and warfare via RTM as well as public face-to-face communication with the Information Department.
  2. Upgrading the methodology of news and information delivery through the Internet by BERNAMA
  3. Striving to upgrade our expertise in public relations and analysis by our human resource through various training programmes and the use of IT.

Question 2:

What are the steps taken by the Ministry in ensuring that the people of Malaysia and in particular the younger generation, are able to appreciate their identity as Malaysians born in an independent and sovereign nation?

Answer:

  1. RTM broadcasts documentaries and films that could evoke patriotism.
  2. The National Film Department also produces patriotic documentaries for broadcast over RTM and at schools and higher learning institutions as well as for use by the Information Department, which also uses the materials produced by the National Film Department in their face-to-face communication during civic talks and other activities.

What are the efforts taken by the Ministry in documenting the struggle for Independence to be shown to the younger generation?

Answer:

The Ministry has recorded important events with regard to the struggle of the nation since 1946 and the archive is being maintained by the National Film Department.

Question 4:

What are the programmes and activities undertaken by the Government to create awareness and explain to the public issues which are misrepresented by certain quarters, whether in the cities or rural areas?

Answer:

  1. The Ministry monitors criticisms and grievances appearing in the print and electronic media and the Internet. These are assessed and then used in formulating programmes to provide information for the people.
  2. The Ministry, through the Department of Information, has been organising various activities such as civic talks, dialogues, pentarama (dissemination of information on government policies and programmes through face-to-face communication including using traditional media, infotainment and education), as well as other activities to provide the people with correct information.

What are the steps taken by the Ministry in handling foreign media’s negative reports on Malaysia’s economic and political issues?

Answer:

The Ministry has met up with foreign media agencies such as CNN and CNBC to expound the Government’s points of view and request for balanced reporting on Malaysia based on facts, and not to sensationalise issues.

Question 6:

What are the steps taken by the Government to ensure a uniform, respectable and dignified use of language, as opposed to rojak (adulterated) language in Malaysian radio and TV broadcasting?

Answer:

  1. The Ministry had set up the Broadcasting Advisory Panel to counsel the Minister in setting broadcasting standards in Malaysia including on the usage of the Malay language.
  2. The Ministry holds meetings with language experts from time to time.
  3. Emphasises the airing of programmes that use the Malay language correctly.

How do I apply for the Press Accreditation Card?

Interested media personnel can apply for the Press Accreditation Card by filling in the “Borang Permohonan Kad Pengakuan Akhbar BAP/KPA-3C” (for foreign journalists) or BAP/KPA-1 (for local journalists)

Question 8:

What are the conditions for acceptance of a privatised drama programme – (30 minutes)

Answer:

  1. Duration of the programme must be between 22 and 23 minutes. Payment for programmes which are less than 22 minutes will be based on the actual duration.
  2. The production must be interesting, entertaining, informative and have commercial value, besides being able to guide or provide valuable lessons to the targeted audience.
  3. The material must be suitable for RTM broadcast in terms of content, personalities/artistes and presentation techniques. The programme must also meet the requirements of the Film (LPF) Censorship Board and does not feature any brand name for direct or indirect promotion.
  4. The material should be submitted in two VHS copies for the purpose of assessment by RTM and LPF, and accompanied by a Sijil Pelaksanaan Penggambaran (SPP) from FINAS, synopsis, cast list, a 30-minute BETA tape of promo material and photos for promotional purpose, no later than 30 days before screening date.
  5. The vendor agrees to make amendments if so recommended by RTM’s Panel of Privatised Programme Evaluators.
  6. The material is to be submitted in 1-inch high-quality Format C PAL tape (unless informed otherwise) without slide/commercial breaks, with stereo audio and with line 19 and 21 Vertical Interval Time Code (VITC) for auto- subtitling purpose (for programmes that require subtitles).
  7. RTM reserves the right to reject materials which are found to have breached the agreed terms. Any amendments should be referred to, and obtain an official approval from RTM.
  8. Programmes in the Malay language should use 100% of the language with the exception of technical terminologies.
  9. The vendor is responsible in obtaining permission from copyright owners for the use of music and/or audio-visual materials. RTM shall not be liable in the event of lawsuits or disputes with regard to copyright. All music used should meet the approval of RTM’s Panel of New Music Evaluators.
  10. The vendor must be registered with the Ministry of Finance and possess a licence obtained from FINAS. (Please attach a copy of Borang 49).
  11. The materials purchased shall be the outright property of RTM for broadcast over terrestrial TV in Malaysia.
  12. The offer to supply programmes to RTM is not transferable to other parties.
